Senior Citizens Savings Scheme (Amendment) Rules, 2010 – Amendment in rule 8

In exercise of the powers conferred by Section 15 of the Government Savings Banks Act, 1873 (5 of 1873), the Central Government hereby makes the following rules to further amend the Senior Citizens SavingsScheme Rules, 2004, namely : –
(1) These rules may be called the Senior CitizensSavings Scheme (Amendment) Rules, 2010.
(2) They shall come into force on the date of their publication in the Official Gazette.
In the Senior Citizens Savings Scheme Rules, 2004 in rule 8, for sub-rule 3 the following sub-rule shall be substituted, namely : –
“(3) In case of death of a depositor before maturity, the account shall be closed and deposit refunded on anapplication in Form ‘F’ alongwith interest as applicable to the scheme till the date on which the depositor expired, to the nominee or legal heirs in case the nominee has also expired or nomination as provided in rule 6 was not made, as the case may be. For the period between the day following the date of death of the depositor and the date on which refund is made, simple interest shall be paid at the rate applicable from time to time to saving accounts as provided in Rule 6 of Post Office Savings Accounts Rules, 1981”.

Short title and commencement
1. (1) These rules may be called the Post Office Savings Account (Amendment) Rules, 2010.
(2) They shall come into force on the date of their publication in the Official Gazette.
Amendment of rule 4
2. In the Post Office Savings Account Rules, 1981, in rule 4, in the Table under the heading “A. Individuals Accounts”, against Serial No. 1, relating to “Single Account”, under column 2, the entry at clause (e) shall be deleted.

'SIXTH SENSE ' SOLUTION COULD SAVE 28000 POSTAL JOBS IN U.S


Cutting 28,000 jobs in the U.S. Postal Service in today's economy is ludicrous, and such talk shows a true lack of imagination and initiative on the part of the postmaster general's office.
Yes, we all know, and appreciate, the power of the Internet and how its efficiency and ability to communicate instantly has impacted the use of regular mail, but with more than 150 million potential customers falling in the 44 to 80-plus age bracket, there still remains a huge market for the U.S. Postal Service.
The Postal Service union contracts were set to expire Dec. 7, and accordingly, 252 mail processing centers (including a relatively new facility in Gary) and more than 1,500 post offices across the nation were targeted for closure, along with 28,000 jobs.
Desperate times call for desperate measures, and as opposed to putting our finger in the dike, hoping to put a temporary fix on the problem, why don't we look at the issue as business professionals, and solve this on-going saga?
Postal rates for regular surface mail in the U.S. have gone from 3 cents in 1863, to 6 cents in 1968, 22 cents in 1985, and 44 cents in 2009. The postmaster general's office has proposed a band-aid approach, i.e. a one-cent increase in 2012, and at the same time proposes major cuts in delivery service, not to mention the enormous job cuts.
If you stop to look at the levels of postal service and costs in the U.S. as compared to Europe, you will find that at the top of the list is Norway at 97 cents, Luxembourg at 50 cents, and tiny Malta at 19 cents. The bottom line is that our U.S. Postal Service is not only cheaper than most European countries, but it is also more efficient while covering much larger geographical areas than Europe. U.S. mailers are getting a huge bargain and don't realize it.
The "Sixth Sense" solution, you ask? Quit nickel and diming postal rates - instead of the band-aid approach, raise the postal rates 6 cents to 50 cents a stamp and give us, for the first time, no pennies.
We have a great product in the U.S.P.S. and its employees, so let's recognize that fact and get them back on their feet. The internet is here to stay, and social media continues to soar on a daily basis. Three quarters of Americans 18 to 34 own a MP3 player, but only 56 percent of the next oldest group (ages 35-46) own a MP3.
In 2012, the U.S. will have more than 100 million citizens 50 and older, and this group still represents a significant marketing opportunity for the U.S.P.S. It is time to get creative and develop that market.

It would be like taking your identity, ripping away a part of you.
For the people of Socorro, closing down its only post office would be a slap in the face.
The city has had tough times lately -- a bitter recall of a mayor, tensions on the City Council, a council member arrested, investigations of police officers and suits against the city.
Now the U.S. Postal Service is considering closing the only post office for miles around.
It's enough to get you mad as hell.
Socorro Mayor Trini Lopez and more than 4,000 people want to keep their post office open, and they are ready to fight.
On Friday, Lopez and a group of Socorro residents met with postal representatives in San Antonio and submitted 4,600 signatures in favor of keeping the post office open.

Lopez is encouraging customers to write letters of support while the future of the post office remains uncertain.
The U.S. Post Office at 10550 North Loop is among thousands of post offices, branches and stations in the country the agency is considering shuttering.
Many of those may be replaced by "village post offices," in which postal services are offered in stores, libraries or government offices.
No other post offices in El Paso have been signaled for closure. Elsewhere in Texas, post offices in Catarina, Armstrong, Belmont and Wrightsboro were closed in the past two months.
U.S. Postmaster General Patrick Donahoe announced in July that the agency was going to have to make tough choices because the use

of the Postal Service has dropped significantly.   According to a U.S. Postal Service written statement, the annual mail volume has declined by more than 43 billion pieces in the past five years and is continuing to fall.
Lopez said he will do whatever he can so people in the area have a post office they can call their own.
He has been collecting signatures, seeking the support of lawmakers and meeting with Postal Service representatives.
Lopez has been able to get letters of support from U.S. Rep. Silvestre Reyes, D-Texas; state Reps. Chente Quintanilla and Joe Pickett; state Sens. Carlos Uresti and José Rodríguez; and El Paso County Judge Veronica Escobar.
Closing this particular post office will hurt people from Agua Dulce, Montana Vista, Horizon City and other nearby communities who travel to Socorro to mail letters or to pick up mail and packages, Lopez said.
The closest post office is about four miles from Socorro, farther from other parts.
"There is a lot of people from other communities who rely on Socorro's postal office. It's like a central office," Lopez said.
Albert Ortiz, who has lived in Socorro since 1986, said he helped collect signatures and was surprised to find out how many people used the post office there.
"If they close it here, the next one will be Ysleta or San Elizario. It's the only one we have compared to El Paso that has so many," he said.
Ortiz said the community is growing and a post office is a must.
He said one of his concerns is that handicapped and elderly people will have to travel greater distances to access postal services.
The post office has been open for almost 20 years and has about 50 employees.
As part of a study to evaluate the possible closing of the office in Socorro, the Postal Service mailed a survey a couple of months ago so people could give their opinions, and today is the last day for people to return them, Lopez said.
The mayor is also encouraging people to write letters of support.
Lopez said people must mail the surveys and letters to: District Manager, 1 Post Office Drive, San Antonio, TX 78284.
Sam Bolen, a spokesman for the U.S. Postal Service Rio Grande District, said public comment will be reviewed and a report will be submitted to the district manager in San Antonio and subsequently will be sent for review to the agency's headquarters in Washington, D.C.
If the agency decides to close the Socorro post office, a notice will be posted in the lobby of the post office for 60 days, he said.
Bolen said people opposing the decision have 30 days after the notice is posted to appeal to the independent Postal Regulatory Commission.
It can take up to 120 days to review the appeal, he said.
If no appeal is made, the office will close after 60 days of the initial posted notice, he said.
"No official decision has been made yet," Lopez said. "We have to keep working, and that's why we're asking for people's support."

YET TO DO A LOT OF THINGS


With declining snail-mail traffic, dipping revenue and mounting losses, the Indian postal department is struggling to maintain its relevance in the age of internet and emails. According to the figures from India Post, there has been a 30% dip in its revenue from the sale of postage stamps in last four years — from R777 crore in FY08 to R555 crore in FY11. Worse still, the sale of postage stamps has declined in 20 states in the last four years, which translates into nearly 60% of the 154,000 post offices in India.

Sales of postage stamps is considered the benchmark for measuring the popularity and efficiency of India Post. In its own admissions, the postal department has accepted that there had been an overall decline in mail traffic in the last three years. And this comes at a time when the Indian postal department is staring at a revenue loss of around R6,000 crore while its gross expenditure has virtually doubled to around R14,000 crore in the last four years.


In its submissions made to a Parliamentary panel recently, India Post has conceded “negligence” on the part of its officials and termed “managerial failure” for the sharp shortfall in the revenues realised from the sale of postage stamps in the country.

“Regarding ordinary mail, first-class mail, I agree that there has been some negligence for quite some time now. The staff were doing exactly as they wanted. Mainly, I would agree, it was a managerial failure,” a senior postal department official told a Parliamentary panel recently.

According to the latest India Post figures relating to the last three years, sales of postage stamps declined sharply in states such as Gujarat, Maharashtra, Tamil Nadu and Uttarakhand. Sales dropped marginally in states like Bihar, Assam, Himachal Pradesh and Jammu and Kashmir, among others. The only saving grace for the department are the states of Andhra Pradesh and Uttar Pradesh, where the sales of postage stamps saw a healthy growth.



“The decline in postage stamp sales can also be gauged from the shortfall of around 7 crore mail traffic in the last three years. Mail traffic includes both unregistered and registered mail,” said a government official.

As reported by FE in August, the Parliamentary Standing Committee has already pulled up India Post. The panel had directed the department to concentrate on increasing its revenues using all available means, including increasing revenues from the sale of postage stamps.

“The department should pay focused attention on ordinary mail and identify areas where the revenue has been declining,” the panel had said. The postal department has also been told to expand its business activity by adopting aggressive marketing strategy.

While there are over 150,000 post offices operational in the country, there are over 400,000 villages that still do not have a post office.



However, not all is lost for India Post. Its figures indicate the fast-growing popularity of its Speed Post courier service. The revenue contribution of the service to the department has jumped by 45% over the last three years. In 2008-09, Speed Post generated R515 crore in revenue, which grew to R749 crore in 2010-11.

“The traffic for Speed Post and express parcel posts in 2007-08 stood at R18.37 crore which jumped to R28 crore in FY11,” the postal department said. As a result, now the government is aiming to add 40 premium Speed Post delivery centres this financial year.

NOW IT IS BO'S TURN

Over 1 lakh branch post offices will be equipped with IT infrastructure by 2012-13, Parliament was informed today.
"About 24,015 departmental post offices have been supplied with computer hardware. The remaining 1,279 departmental post offices and 1,29,497 branch post office of the Department would be equipped with Information Technology infrastructure under ''India Post Technology Project-2012'' by 2012-13," Minister of State for Communications and IT Sachin Pilot said.
There were 1,54,866 post offices in the country at the end of March 31, 2011, of which 24,015 are computerised and 12,202 have Internet connectivity, Pilot said in a written reply to Lok Sabha.
In reply to another question, he said there were 98 Telegraph offices in the country as on November 30, 2011 and all of them are working on modern technology -- WTMS (Web Based Telegraph Messaging System).
To yet another question, Pilot said India Post has signed an agreement with the National Stock Exchange on September 26, 2011, for installation of LCD screens in the post offices that is aimed at creation of financial literacy and awareness leading to financial inclusion.
"All expenditure, except electricity charges on setting up of LCD screen in post offices, shall be borne by the NSE," the minister said.

Dear Comrades,
The meeting of the Central JCA held on 03.12.2011 at New Delhi, have reviewed the post-5thJuly deferred strike settlement situation and have to come unanimous conclusion that Postal Board  has failed to implement the assurances given by the Secretary [Posts] on agreed demands, even after a lapse of four months. Further it is going ahead with the unilateral implementation of the Mail Network Optimization Project [MNOP] in spite of vehement opposition of the Staff Side.
During the discussion with the Secretary [Posts] on 5th July deferred strike demands, it was assured that there will be no closure/merger of Post Offices, other than simultaneous relocation. But orders in this regard are yet to be communicated to the Heads of the Circle. Orders on Sorting Postman need further modification. On GDS issues no favourable orders are issued on any of the items till this date. Payment of Pro-rata wages and absorption of Casual labourers and Part Time contingent employees still remains unsettled, even though it was assured that orders on payment of pro-rata wages to pre-1993 appointees will be issued within a month.
JCM Departmental Council meeting is indefinitely delayed. Cadre-restructuring Committee has not yet finalized its final proposals. Issues relating to Postmen, Mail guard and MTs are still in the negotiating stage and no settlement in sight. Demands of the Circle / Regional Offices administrative staff, Postal Accounts, SBCO and Civil Wing employees are not given serious consideration. In short, abnormal delay is taking place in settlement of the genuine demands raised in the Charter of Demands.
On contrary, even when most of the burning issues of the employees are totally neglected or remains unsettled, the Postal Board is going ahead with implementation of the retrograde recommendations of the McKinsey on Mail Network Optimization Project [MNOP]. In the Committee constituted under the Chairmanship of Member [Operations] for reviewing the issues arising out of the implementation of speed post Hubs and proposed L1, L2 in first class mails, the Staff Side representatives have vehemently opposed the implementation of L1, L2 in first class mails as it will adversely the efficiency of the services resulting in abnormal delay thereby leading to erosion of public faith on the postal services. Further it will also result in large-scale dislocation / transfer of employees and will adversely affect their promotional prospects. In spite of our objection and disagreement, the Postal Board has made it clear that they are going ahead with the implementation of the MNOP Project.
In the above circumstances, the Staff Side is left with no alternative,, but to revive the postponed strike decision and resort to the agitational path once again. The Central JCA after in depth analysis of the entire situation, have decided to go on indefinite strike from 3rdJanuary, 2012. It was also decided to serve the strike notice on 15.12.2011 and to conduct mass demonstrations / dharnas in front of all Chief PMG / PMG Offices and Divisional Offices on that day. As a second phase of the agitation, the Secretary Generals of NFPE and FNPO and the General Secretaries and CHQ Office Bearers of Federations /All India Unions / Associations of the JCA shall sit on hunger fast in front of Dak Bhawan on 26.12.2011.
The Central JCA calls upon the entirety of the Postal and RMS employees to make all the above agitational programmes in the true spirit and make the indefinite strike from 3rdJanuary, 2012 a grand success.
If the Postal Board is not ready to come for a result-oriented and time-bound negotiated settlement, the entire Postal and RMS Service should be paralyzed from 03.01.2012.
It is again a struggle for our survival.
It is a struggle of life and death to lakhs of Postal Workers.
Let the Postal,, RMS, Administrative, Postal Accounts, GDS, SBCO and Civil Wing employees come together to stage another glorious indefinite strike.

EXPECTED DA OF JAN 2012

Perhaps it is very early to calculate the status of  additional Dearness allowance from January, 2012 for Central Government employees and Pensioners, before releasing the AICPIN for the balance of three months i.e.October, November and December. Enquiries are being poured as comments and received emails to our inbox about the expected DA from Jan, 2012. We can assume that the AICPIN will certainly go up, because of the essential commodities prices are going high with non stop. Anyway we can assume the additional Dearness allowance from January 2012 will be minimum 7%. The existing Dearness allowance is 58%, it will become as 58% + 7% = 65%.

The Department of Posts has undertaken - 'IT Modernization of Department of Posts' which include single integrated modular software, Core Banking, Mobile remittances, networking of all Post Offices, and introduction of simplistic but highly scalable IT procedures and infrastructure. We have hired Accenture as our IT consultant and they are in process of studying Current Process and procedures for making high level IT strategy road map. The Project Management Unit has been setup at the directorate to undertake this objective.

POST OFFICE MAY TURN AS A BANK


 Your friendly neighbourhood post office may soon also function as a bank. The department of posts is working on a plan to get a bank licence, which will be sent to the Cabinet for approval. Once it gets a go-ahead, the postal department will formally seek a licence from the Reserve Bank of India. 
If the plan is approved and India Post gets to start its own banking operations, it has the potential to emerge as one of the biggest banks in the country, thanks to its massive network and reach. India Post, the largest postal network in the world, comprises 1.55 lakh post offices, of which nearly 1.4 lakh are in rural areas. 
It already has 23.75 crore individual savings bank accounts and offers a whole range of financial services such as postal life insurance, pension payments and money transfer services. 
"It will fulfill UPA's agenda for financial inclusion if we are a full-fledged bank. We have a huge network and wide reach in rural areas," said Sachin Pilot, minister of state for communications.
