Correction in system (Finacle) generated reports

            I am directed to intimate/request the following.

Correction in system (Finacle) generated reports

It has been brought to the notice of CBS CPC, Odisha that some SOLs are making various types of corrections in the system (Finacle) generated reports without attaching copy of error book entry and copy of authority letter from next higher authority (Please refer SB Order No. 14/2015 & 5/2016 along with their Addendums).

​  The ​brief of the same are as under.

1.    Paying more amount (in MIS / SCSS/TD interest & closure amount of different schemes) than system (Finacle) generated figure.

2.    Making correction in the system (Finacle) generated reports like Consolidation report, LOT, Agent commission etc.

3.    Adding figures manually in system (Finacle) generated reports like Consolidation report, LOT, Agent commission etc.

Therefore, it is requested to kindly advice / instructs the SOLs under your jurisdiction to adhere to the following.

1.    Not to pay more amounts (in MIS / SCSS/TD interest & closure amount of different schemes) than system (Finacle) generated figure unless it is authorized by higher authority (at least from Divisional Head).

2.    Not to make correction in the system (Finacle) generated reports like Consolidation report, LOT, Agent commission etc.   If so required, the correction should accompany copy of error book entry and copy of authority letter from higher authority.

3.    Not to add figures manually in system (Finacle) generated reports like Consolidation report, LOT, Agent commission etc. If so required, the correction should accompany copy of error book entry and copy of authority letter from higher authority.​

India Post launches toll free helpline number ‘1924’ to Register New Complaint

1. The toll free helpline number ‘1924’ would be available for customers from all over India from landline/mobile phone of any service providers.

 2. The name of centre would be “India Post Help Centre” and it would be located in Dak Bhawan, New Delhi.

 3. The toll free helpline service would be available on all days from 8:00 A.M. to 8:00 P.M. (excluding declared holidays & Sundays).

 4. The complaints received from the complainant on toll free number ‘1924’ would be registered in Computerized Customer Centre (CCC) Portal by the operators at the Dak Bhawan and the 11 digits number would be provided to the complainants.

 5. If the complaint already registered, the complainant would be informed the status as viewed in CCC Portal.

 6. As soon as the complaint is generated on CCC Portal, the concerned post office will take immediate necessary action to resolve it and would upload the status.

 7. All the Postal Circles would establish a Control Room and depute suitable competent or Senior Officers/Team of Officers for monitoring and redressal of complaints.

 8. The Nodal Officer in each Circle will open the CCC Portal every day and check all the complaints beginning with “100030 - …… the Toll Free Complaints” and will examine for quick disposal

. 9. The Circle Heads would direct to all the Post Offices to ensure that they log in CCC Portal at the beginning of day and at the end of the day compulsorily

. 10. The case disposal time is one working day subject to policy matters. The complainant would be informed, if it involves policy matter.

11. The reasonable reply should be uploaded in the CCC Portal.

12. Circle will update the status of each such cases every 24 hrs. through email onadgpg@indiapost.gov.in.

13. The name of Officers with email address and mobile number in each Circle who will be Nodal Officer, should be sent onemailadgpg@indiapost.gov.in

14. CPMG should review the ‘1924’ pending cases every day and in case of pendency going beyond 24 hours would give full details and convey his/her observation to PG Cell of Directorate which will provide weekly report to the Secretary (Posts)

. 15. Circles would provide utmost priority and quick disposal of the complaints received through Toll Free Centre.

 16. All the Circles would propagate and give wide publicity of “Toll Free Number 1924” within their jurisdiction through appropriate medium within budgetary limit after inauguration of India Post Help Centre by Hon’ble Minister of Communications.

Govt considering interim relief to avoid criticism that the govt employees and pensioners have not benefited from the 7th CPC Award: Times of India Report

The two panels set up by the government to review pensions and allowances are expected to announce interim relief and help blunt the criticism that the government employees and pensioners have not benefited from the 7th pay commission recommendations.

"They are expected to announce some interim award. The government will consider them," a senior government official, who did not wish to be identified, told TOI .

This should come as a relief to thousands of government employees and pensioners who have slammed the commission's recommendations saying the increase was paltry. Government employees and pensioners say the increase in pay and pension is limited and some employee associations have taken up the issue with the government.

After taking into account dearness allowances at the prevailing rate, the salary and pension of all government employees, including pensioners, was raised by at least 14.3% as on January 1, 2016 and up to 23% in upper brackets. While assuring employees and pensioners, officials say there is a limit to which salaries and pensions of government employees can be raised.

In June, the cabinet approved the recommendations of the 7th Pay Commission and decided that arrears of pay and pension benefits will be paid during the current financial year (2016-17) itself. The recommendations have benefited over 1 crore employees, including over 47 lakh central government employees and 53 lakh pensioners, of which 14 lakh employees and 18 lakh pensioners are from the defence forces.

But the government had set up two panels to examine the Pay Commission's recommendations with regards to pensions and allowances and they were given four months' time to submit their reports.
The government has implemented one of the two options suggested by the pay commission on pensions and has allowed all the allowances to be paid at their existing rates until the panel submits its recommendations.

Sub: Future computation of Dearness Allowance and adoption base index figure to Revised Minimum Wage – Regarding

The revised pay structure, as recommended by the 7th CPC, was given effect as on 01.01.2016 as per the Government’s Notification. The Dearness Allowance, which was computed at 125% ( i.e 125.75 fraction of 0.75 being ignored), got merged with Pay as on that date. The 7th CPC has not indicated as to what base figure of AICPI(IW) the Revised Wages will relate to hereafter wards. As you are aware, the actual DA that was due as on 01.01.2016 was 125.75. It is only due to the practice of ignoring fraction; the DA was determined at 125%. No doubt, the said practice had not been impacting very much except for the postponement of the benefit by six months. It is, therefore, necessary that, Revised Wages are related to a base index figure equivalent to actual Dearness Allowance percentage of 125 that stands merged as on 01.01.2016. This is more so due to the fact that there is no possibility of the ignored fraction of 0.75 being reckoned for any computation in future.

We, therefore, request that, 12 monthly average, which stood at 261.33 as on 31.12.2015, may be taken at 260.46, which would provide the exact percentage of DA at 125. The future percentage increase in DA in other words may be computed with the base figure of 260.46. The next instalment of DA, which has become due as on 1.07.2016 if computed on the above basis of 260.46, shall work out to 3.28%. On ignoring the faction, the DA with effect from 01.07.2016 shall be 3%. We, request you to kindly take the above into account and issue orders for grant of 3% DA w.e.f. 01.07.2016.

Subject:- Consolidated Instructions on compassionate appointment — Review of FAQs dated 30.05.2013/25.02.2015 with regard to married son.

The undersigned is directed to invite attention to this Department’s O.M. No. 14014/6/1994-Estt.(D) dated 09th October, 1998 and OM of even number dated 16th January, 2013 vide which Consolidated Instructions on compassionate appointment were issued. Subsequently, vide FAQ No. 13 dated 30.05.2013 it has been clarified that married sons are not considered as dependent family member and hence not eligible for consideration for compassionate appointment. The clarification with regard to married son as stipulated in FAQ No. 13 dated 30.05.2013 has been reviewed vide FAQ No 60 of even number dated 25.02.2015 as under:-


2. Pursuant to various Court Orders, the clarification/FAQ No. 13 dated 30.05.2013 and FAQ No. 60 dated 25.02.2015 has been further reviewed in consultation with the Department of Legal Affairs. It has been decided that married son can be considered for compassionate appointment if he otherwise fulfils all the other requirements of the Scheme i.e. he is otherwise eligible and fulfils the criteria laid down in this Department’s O.M. dated 16thJanuary, 2013.

3. FAQ No.13 dated 30.05.2013 and FAQ No.60 dated 25.02.2015 stands withdrawn from the date of their issue.

4. The cases of compassionate appointment rejected solely on the grounds of marital status in terms of FAQ No. 13 dated 30.05.2013 during the intervening period i.e. w.e.f. 30.05.2013 to 25.02.2015 in respect of married son may be reopened/reconsidered against vacancies occurring after issue of this OM.

Do Participate in the 2nd September strike and feel proud.

Government is issuing orders one by one last fewdays considering our demands to break the strike on 2nd September 2016. But our important demands of Minimum wage, Stoppage of contractorisation in permanent/perennial work and No unilateral amendment to labour laws is not considered by the Government.


The favorable orders of

1) Extension of benefit of Retirement Gratuity and Death Gratuity to the Central Government Employees covered by new Defined Contribution Pension System (National Pension System) –

2) Grant of Productivity Linked Bonus (PLB) and non-Productivity Linked Bonus (Ad-hoc bonus) in case of Central Government employees for the accounting year 2014-15- enhancement of the calculation ceiling-

Were issued only after seeing our strike notice.

 If you want self respect from your officers go strike on 2ndSeptember.
We are not against the Government. We are fighting against the principles of the Government
We are not worried who is ruling country our concern is who is protecting the workers interest.
We are losing our rights one by one which got by our senior leaders by sacrificing themselves.
We should not be blamed by our future generations.

 Doubts and clarifications on the strike day.

 1) Why FNPO is participating strike?
 It is already published in our website and Federal sentinel August, 2016.
 2) Why FNPO participating one day strike?
 Situations are changed further this is  central trade unions call we have to obey as sincere soldiers.
 3) When there is a 24 hours office at what time strike start?
 It is clear strike starts12 at mid night on 01/09/2016.
 4) Circle /Regional& Divisional offices are holidays on Saturday and Sunday is there any chance the Department construes this point?
 Members who don’t want to participate strike created this issue. It is very clear strike is for only one day on 2nd September. Notice issued by central Trade unions accordingly and followed by us don’t create confusion.

Trade unions refuse to call off 2 September strikeTrade unions reject the request to call off the strike saying that the government has failed to address their 12-point charter of demands 

Senior Union ministers on Saturday held extensive talks after trade unions said no to the government’s request to call off their proposed nationwide general strike on 2 September.

Labour minister Bandaru Dattatreya had urged the central trade unions  on Friday to reconsider their decision to go on strike. However, trade unions on Saturday rejected the request saying that the government has failed to address their 12-point charter of demands. Replying to Dattatreya’s letter, All India Trade Unions Congress (AITUC) and Centre of Indian Trade Unions (CITU) said the status report on the demands is “almost the same as that you circulated exactly one year ago, in the joint meeting with the CTUs held on August 26-27, on the eve of the general strike in 2015”. 
The unions attacked the government saying it is “equally unfortunate” that no concrete measures have been spelt on the issue of price control of essential commodities, statutorily fixing the minimum wage as per norms and social security. Meanwhile, power and coal minister Piyush Goyal and Dattatreya on Saturday held extensive consultations and meetings with senior labour ministry officials over the proposed countrywide strike, sources said. 
Both Goyal and Dattatreya are part of the five-member ministers’ panel on labour issues, which is chaired by finance minister Arun Jaitley, to talk to the CTUs over the 12-point charter of demands. The panel has recently held two-rounds of discussions with Rashtriya Swayamsevak Sangh-affiliate Bhartiya Mazdoor Sangh (BMS) on 16 August and 24 August, which has also been “severely criticised” by other unions for holding such “exclusive discussions”. 
The panel last met all the unions on 26-27 August 2015. The unions had requested Dattaterya on 18 July this year to hold a meeting with the ministers’ panel to pay heed to their point of view, but no such meeting was convened. 
In anticipation of some positive response on the charter of demands, BMS is holding back its decision to join the stir on 2 September. Last year, BMS had opted out of ‘Bharat Bandh’ (2 September 2015) in view of the government’s assurances to work on nine out of the 12 demands. 
CITU general secretary Tapan Sen told PTI that there is no question of calling back the strike. Similarly, Indian National Trade Union Congress (INTUC) vice president Ashok Singh also said that the decision to go ahead with strike stands. AITUC said, “AITUC along with other CTUs finds it difficult to accept your (government’s) request for reconsideration of call of protest strike on September 2, 2016. The decision to go on strike stands.”

CHARTER OF DEMANDS

2016 September 2nd General Strike 12 Point Charter of Demands of Joint Platform of Central Trade Unions submitted to government
PART – A
1.     Urgent measures for containing price rise through universalization of public   distribution system and banning speculative trade in commodity market.
2.     Containing unemployment through concrete measures for employment generation.
3.     Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.
4.     Universal social security cover for all workers.
5.     Minimum wage of not less than 18000/- per month with provisions of indexation (for unskilled worker).
6.     Assured enhanced pension not less than 3000 p.m for the entire working population (including unorganized sector workers).
7.     Stoppage of disinvestment in Central/state public sector undertakings.
 8.     Stoppage of contractorisation in permanent/perennial work and payment of same wage and benefits for contract workers as that of regular workers for the same and similar work.
 9.     Removal of all ceilings on payment and eligibility of bonus, provident fund and increase in quantum of gratuity.
10.Compulsory registration of trade unions within a period of 45 days from the date of submitting application and immediate ratification of ILO conventions C-87 & C-98.
11.No FDI in Railways, Defence and other strategic sectors.
12.No unilateral amendment to labour laws.

PART – B:  (CGE & POSTAL DEMANDS)
1.   Avoid delay in implementing the assurances given by Group of Ministers to NJCA on 30thJune 2016, especially increase in minimum pay a fitment formula. Implement the assurance in a time bound manner.
 2.     Settle issues raised by the NJCA, regarding modifications of the 7th CPC recommendations, submitted to Cabinet Secretary on 10th December 2015.
3.     Scrap PFRDA Act and New Pension System (NPS) and grant Pension/Family Pension to all Central Government employees under CCS (Pension) Rules 1972.
4.     No privatization, outsourcing, contractorisation of Government functions.
5.     (i) Treat Gramin Dak Sevaks as Civil Servants and extend all benefits on pay, pension and allownaces of departmental employees.
(ii) Regularise casual, contract, contingent and daily rated workers and grant equal pay and other benefits.
6.     Fill up all vacant posts by special recruitment. Lift ban on creation of new posts.
7.     Remove ceiling on compassionate appointments.
8.     Extend benefit of Bonus Act amendment 2015 on enhancement of payment ceiling to the Adhoc bonus/PLB of Central Govt. employees with effect from the financial years 2014-15. Ensure payment of revised bonus before Pooja holidays.
9.     Revive JCM functioning at all levels.
10.   Implement Cadre restructuring in left out categories of Postal Department. i.e RMS,MMS,PA CO, SBCO & Postal Accounts etc..

11.  Settle the problems related CBS, CIS & stop harassment and Trade Union victimization.

In this connection , this is to intimate that key of the above examination has been revised as per the intimation given by the designated Circle i.e A.P circle, Hyderabad. Consequent upon receipt of revised & corrected key the answer sheets are required to beevaluated again and also the result is to be modified/declared afresh.

In view of above, I am directed to intimate that the result of the above examination as declared vide CO letter dated 06-08-2016( sent by email) is hereby cancelled and the said result will be declared afresh after evaluation of the answer sheets on the basis of corrected key.

The orders issued by Divisions for in-house training for successful candidates may be kept in abeyance till receipt of revised selection list and the Divisional heads are also requested not to take any further action on the previous results.They are also requested to send the names of all candidates alongwith community & Roll No. in excel sheet in an attachment as per the following format to enable this office for further processing for declaring of the revised result today positively.

Central Government considering not to form Pay Commission in future

No new commission may be formed in future for increasing salaries of central government employees, a senior Finance Ministry official told The Sen Times on condition of anonymity.

“The government is going to take a policy decision in this regard,” official told our reporters after issuing the 7th Pay Commission notification.

Pay Commissions makes much impact on the fiscal deficit, since pay commission awards come once in 10 years, the two to three years subsequent to each award tend to be fiscally stressful for the central government. States also suffered major blows to their finances for implementation of pay commission report, he added.
Presenting an idea about an alternative arrangement, he said that the 7th Pay Commission Chairman Justice A K Mathur had earlier told The Financial Express in an interview, “The government should review the salary of central government employees every year looking into the data available to it and based on the price index.”
The 7th Pay Commission recommended that the pay matrix may be reviewed periodically without waiting for the long period of ten years. It can be reviewed and revised on the basis of the Aykroyd formula which takes into consideration the changes prices of the commodities that constitute a common man’s basket, which the Labour Bureau at Shimla reviews periodically.

The Pay Commission also suggested that this should be made the basis for revision of that pay matrix periodically without waiting for another Pay Commission.

So, it will not be necessary to form a new pay Commission after every 10 years for central government employees and pensioners and whether any change is required regarding pay and allowances would be made considering inflation.

Accordingly, the central government is to follow this proposal of the Pay Commission and to discontinue the practice of appointing pay commissions in future to suggest salary structure and other perks for all central government employees and pensioners, the official gave his views.

The official said there would be an officer who would submit a report of inflation to the Finance Minister Arun Jaitley every three years.

He added some changes regarding pay and allowance would be made considering inflation.
