POSTAL BANK ! IS ON THE WAY .

The department of posts will formulate a detailed project report for setting up a bank, in the XII Plan.
“The postal department has already conducted a study and has found that the proposal is feasible. DPR (detailed project report) is the next step to chalk out the exact blueprint for the model,” a senior official from the department of posts (DoP) told Business Standard.

The department will apply for a banking licence from the Reserve Bank of India. Post Bank of India may be set up with the required authorised capital of Rs 700 crore, the official added.
“The plan is to offer banking services in rural and semi-urban areas by converting our post offices into banks. The department has about 1.5 lakh post offices across the country, which is mainly located in rural areas,” a source said.
The department also operates the Post Office Savings Bank, where it has over 240 million savings accounts. It has a customer base of over 23.75 crore with an outstanding balance of Rs 6,19,611 crore as on March 31, 2011.
The postal department offers schemes such as savings account, recurring deposit, time deposit, monthly income account scheme, postal life insurance, public provident fund, Kisan Vikas Patras and National Savings Certificates.
The feasibility report has already laid out ownership, capital and organisational structure, as well as new product and services to be offered, among others.
According to working group report for XII Plan, the demand for rural banking is particularly high with only 39 per cent of households covered by institutional banking. Globally, postal organisations have transformed financial services into banks successfully. The global firms include Deutsche Post Bank, Japan Post Bank, Kiwi Bank, La Banque Postale (France).
The department is also focusing aggressively on its postal life insurance product. According to the information with the postal department, the department has about 5 million policies under postal life insurance with an assured amount of Rs 58,132 crore, while under rural postal life insurance; it has about 13 million policies with an assured amount of Rs 67,162 crore.
The PLI has been clocking an average growth rate of 32 per cent in terms of premium income while the growth rate of RPLI stood at 60 per cent in terms of premium income in 2009-10 over the previous year.

NPS fees to be charged based on quantum of Contribution

Wednesday, January 25,
2012 New Pension Scheme

As far as New Pension Scheme is concerned, the charges to be collected by Point of presence (Centers where NPS subscribers would pay their contribution) for the services rendered by them is until now is Rs.20 per transaction. Because of this low rate fixed by the Pension regulation authority (PFRDA), the banks which mainly act as point of presence are reluctant in the transactions relating to NPS. As a result number of New Pension Scheme subscribers from the private sector is very meager now. In order to make Point of presence to actively participate in the New Pension Scheme Transactions and thereby increase the number of Private NPS subscribers, PFRDA has decided to allow Point of Presence to charge fees based on the quantum of contribution /investments made the subscribers. The following Note issued by PFRDA in this regard would give more details. These changes in the fees will be applicable only for private (Non-Government) sector NPS subscribers. PENSION FUND REGULATORY AND DEVELOPMENT AUTHORITY 16TH January’ 2012 PRESS RELEASE Initiating the implementation of the recommendations of the Bajpai Committee to Review
Implementation of National Pension System (NPS) in the Private (Non-Government) Sector, Pension Fund Regulatory and Development Authority (PFRDA) has announced changes in the charge structure for the Points of Presence (POP) for Private Sector subscribers under National Pension System (NPS). At present, the Points of Presence charge a flat rate of Rs. 20 for the initial subscriber registration and Rs. 20 per transaction for any contribution upload. The Bajpai Committee had observed that a flat rate structure amounts to the poor subsidizing the rich, and a more equitable structure would be charging of fees as an ad-valorem basis. Based on these recommendations and the comments received from various stakeholders, PFRDA has now announced the following charge structure with immediate effect: 1. An Initial subscriber registration charge of Rs.100/- and an ad valorem transaction charge of 0.25% of the initial contribution amount from subscriber subject to a minimum of Rs.20 and a maximum of Rs. 25,000/-.
2. Any subsequent transaction involving contribution upload – 0.25% of the amount subscribed by the NPS subscriber, subject to minimum of Rs.20/- and a maximum of Rs. 25000/-. 3. Any other transaction not involving a contribution from subscriber – Rs 20/- The above structure is applicable to both individuals and corporates in the Private (Non-Government) Sector, and is expected to sufficiently incentivise the PoPs to actively participate in the opening of NPS accounts and also provide improved services to account holders. The PoPs have the option to negotiate on the above charges with the subscribers, but within the prescribed charge structure.

Directorate of Estates takes various initiatives to streamline government accommodation

                                                                Ministry of Urban Development

Directorate of Estates takes various initiatives to streamline government accommodation
Directorate of Estates in the Ministry of Urban Development has been mandated the job of providing official residential accommodation to officers working in eligible offices. With a view to augment availability of residential accommodation of higher types, the following pro-active initiative have been taken by Directorate Estates over the last one year.
The Government is conscious of the acute shortage of residential accommodation to its officers in Delhi. Towards this, New Moti Bagh Residential project has been completed under PPP mode by NBCC. This has provided much relief to the senior officers of the Government. The Government is in advance stage of considering and approving another PPP project for re-development of East Kidwai Nagar. In the East Kidwai Nagar, it is proposed to develop another 4747 units of Government residential accommodation, with majority of accommodation in lower types i.e. Tye-IV and below. In addition to this, the Government is also constructing houses on the DDU Marg.
It was seen that on many occasions the officials who were allotted flats were not vacating houses on transfer/retirement. This was further adding to the scarcity in allotting flats to the eligible officials. The Ministry of Urban Development (Directorate of Estates) is taking action to ensure eviction of unauthorized occupants from Government flats/houses. During the calendar year 2011, 815 unauthorized occupants were evicted.
During the period from January to December, 2011, a total of 520 allotments were cancelled on account of subletting against 306 cancellations in the year 2010. The cancellation of allotment is being pursued to ensure vacation of the house. Already 350 houses have been got vacated till December, 2011.
During the period January to December, 2011, an amount of about Rs.4.70 crores have been recovered on account of damages i.e. penal rent on account of unauthorized occupation. It is mentioned that earlier, while sending notices for recovery of outstanding dues, a notice was also sent to the family members of late Smt. Indrani Devi showing an outstanding dues of Rs.1.98 crores. On further examination of documents, it has been established that House No.6. Krishna Menon Marg was vacated on 30.11.2002 by the family members of late Smt. Indrani Devi and, therefore, the demand notice for Rs.1.98 crores has been withdrawn.

NOW, POSTAL STAMP PERSONALISED !

Want to surprise your friend by sending a letter with their photograph on the postal stamp! It's possible now, thanks to the Indian Postal Department.
'My Stamp', a popular concept of Indian Postal Department -- that will let you get a personalized stamp with your photograph on it -- was introduced by Bihar Postal Circle on Monday.
People can now choose thematic postal stamp sheets and personalize them with their photograph or that of their friends. This personalized stamp will have two parts - the currency part and the photograph detachable from each other. The registration cost for 'My stamp' is Rs 100 and the cost of a set of stamp (postal stamp along with your photograph) would cost an additional sum ranging between Rs 20 and Rs 25.
Registration for 'My Stamp' has already started from Monday at the Patna GPO. "We have already received more than 150 registrations on the first day," postal department marketing director Anil Kumar told TOI. Though the registration has already started but these stamps would be available only after the first week of Feburary, he said.
"The scheme is currently applicable to individuals only. Companies can't use this facility now. However, if the experiment is successful, the scheme may be opened for them, too," added Kumar.
To get 'My Stamp' customer can either bring their best photograph or they can get their photograph clicked at the GPO itself. No ID-proof is required for this.
Kumar said 'My Stamp' was basically a personalized stamp. He said it was a wonderful way to celebrate special occasions such as engagements, birth of a baby or to send as greetings to loved ones and friends during Valentine's day.
The scheme has been initially introduced only at Patna GPO. Depending on the demand it can be extended to Muzaffarpur and, subsequently, to all district headquarters.
Meanwhile, the postal department is also organizing a three-day "Bihar Stamp Expo-2012" from January 10 where over 50,000 stamps would be put on display.

ATTENTION , COUNTER P.A.s !! BRAND NEW NOTES ARE COMMING .

: The Reserve Bank will shortly issue Rs 100 notes which will have the rupee symbol.

The design of the notes to be issued is similar in all respects to the existing Rs 100 in Mahatma Gandhi Series-2005 issued earlier, except for the rupee symbol.

RBI had announced last month that it will soon introduce notes of Rs 1,000, Rs 500 and Rs 10 denomination featuring the rupee symbol.

The Rs 100 notes will be of the Mahatma Gandhi-2005 Series bearing the signature of Reserve Bank of India (RBI) Governor
D Subbarao and with the year of printing mentioned on the back of the banknote, the apex bank said in a statement.

All the banknotes in the denomination of Rs 100 issued by the RBI in the past will continue to be legal tender, it said.

The Indian rupee got an unique symbol -- a blend of the Devanagri 'Ra' and Roman 'R' -- last year, joining currencies like the US dollar, euro, British pound and Japanese yen in having a distinct identity.

The new symbol, designed by Bombay IIT post-graduate D Udaya Kumar, was approved in July 2010.

US DEPARTMENT OF POST INVITES CONTROVERCY ON INDIA MAP.

US State Department Posts New India Map On Its Website
PTI [ Updated 04 Jan 2012, 08:18:56 ]

Triggering a fresh controversy, the US State Department has now posted a new map of India which reflects the Line of Control in Jammu and Kashmir with dotted lines, thereby projecting it as a disputed territory.

There was no immediate response from the Indian Embassy in Washington if it was satisfied with the latest India map posted by the State Department on its website.

Following strong protest from the Ministry of External Affairs, the State Department in November had removed from its website a map of India which showed a portion of Jammu and Kashmir as part of Pakistan.

A similar map from its travel website was also removed by the State Department.

State Department spokesperson Victoria Nuland had told reporters at that time that such an error was unintentional.

She said that the map had “some inaccuracies which were associated with the boundaries of some geographic features.”
