D Kishan Rao GeneralSecretary NAPE Group C Federation of National Postal Organisations T-24, AtulGrove Road New Delhi 110 001 Letter NO NAPE -3/13 Khurda Dated 10.08.13 Sub:- Regarding Fixation pay on promotion to a post carrying higher duties and responsibilities but carrying same grade pay Dear Sir This is regarding Fixation of pay on promotion to a post carrying higher duties and responsibilities but carrying same grade pay and clarification there of , in this connection MOF Circular No 10/02/2011. III/A Dated 07.01.2013 may kindly be referred to ,in which it was clearly mentioned that one additional increment should added to the pay of promotes those who promoted to the post which carries same grade pay as the feeder post . In spite of repeated representation from individuals the Drawing and disbursing units remained silent over this issue . Mean time a Swamy ’s Publication in their August /2013 Journal has clarified that the declaration of relative degrees responsibilities of two posts which carry same Grade pay should be obtained from the Head of the Department for fixation of pay under Rule 13 of CCS(RP) Rules ,2008 . Thus the TBOP / MACP PA promoted to LGS cadre / Grade 1 and Postman staffs promoted to Overseer cadre will be benefited by virtue this order .In view of above facts it is requested to take up the issue at Directorate level as to identified Post of LSG/Grade 1 , are the posts carrying higher duties and responsibilities than TBOP / MACP 1 post Similarly HSG11/ HSG111 posts carries higher responsibilities than the BCR/ MACP11/MACP111 posts . For the benefit of employees it may kindly be taken up . I will very much thankful to my General Secretary if he will bring and persuade this issue at Delhi . God bless you .
