Introduction of facility of automatic credit of PLI/ RPLI monthly premium from PO S.B account of insured persons

Sub: Introduction of facility of automatic credit of PLI/ RPLI monthly premium from savings account of insured persons.

   In the last few years, there has been massive expansion of Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI). However, it has been noticed that a number of policies particularly in RPLI lapse after a while. One of the reasons for lapsation is absence of convenient ways of depositing premia of the policy(ies). As such, it was under consideration of the Department to provide facility of automatic deduction of premia from Savings Account so that (i) the policy holder(s) need not have to visit Post Office every month for depositing premia of his PLI/ RPLI policy and (ii) lapsation of PLI/ RPLI policies gets reduced.

2. The competent authority has now approved the proposal for providing the facility to the policy holder of PLI and RPLI to get premium deposited/ credited by deduction of the same directly from his Savings Account standing in Post Offices. However, this facility can be opted by only those policy holders of PLI and RPLI whose Savings Accounts are maintained in the Departmental Post Offices (GPOs, HOs, MDGs or SOs).

3. It is requested to kindly take necessary action for implementation of aforesaid scheme and wide publicity may also be given for this scheme through various publicity channels.

4. Accounting and operating procedure for automatic transfer of premium of PLI/ RPLI from Savings Accounts of the policy holder is enclosed for information and action accordingly.

5. It is further informed that till the provisions are made in the software, automatic credit of PLI/ RPLI monthly premium by deduction from savings account of the policy holder will have to be done manually.

CENTRAL GOVERNMENT EMPLOYEES’ WELFARE COORDINATION COMMITTEES

STAFF WELFARE 
The Central Government being the largest single employer in the country, bears the major responsibility of looking after the welfare of a large number of employees spread all over the country. This Ministry recognizing that welfare of employees is one of the prime tasks of personnel management, provides and aids a large network of staff welfare programmes, thereby underlining the fact that improvement in the working and living conditions of the employees and their families, leads to efficiency and high morale amongst them.

A brief account of the various welfare programmes/organizations under this Ministry is given below:

CENTRAL GOVERNMENT EMPLOYEES’ WELFARE COORDINATION COMMITTEES :
Outside Delhi at a place where there are at least 5 Central Government Offices and the total number of Central Government employees is not less than 1,000, the Central Government; Employees Welfare Coordination Committee has been formed. These Committees are responsible for coordinating the welfare activities of the Central Government employees serving within their jurisdictions. At present, there are 41 such Coordination Committees located in different parts of the country. Senior most ficer in the station is the Chairman of the Committee.

RESIDENTS WELFARE ASSOCIATIONS:
In order to foster a spirit of mutual help and goodwill among the residents of government colonies and to promote amongst them social, cultural and recreational activities, Resident Welfare Associations have been recognized in Delhi and in other parts of the country. At present, there are 66 such Associations. The members of Management Committee of these Associations are elected by holding elections every two years under the provisions of the Model Constitution framed by this Department. 

GRANTS TO RESIDENT WELFARE ASSOCIATIONS AND CENTRAL GOVERNMENT EMPLOYEES’ WELFARE COORDINATION COMMITTEES:
This Ministry has been providing grants to the recognized Residents Welfare Associations and the CGEWCCs as under:

i) Residents Welfare Associations  : A maximum of Rs.4500/- per annum

ii) Central Government Employees Welfare Coordination Committee : A maximum of Rs.18750/- per annum for cultural activities and indoor games plus a maximum of Rs.9000/- per annum for Secretarial Assistance. The grants amount is determined on the basis of the staff strength.

AREA WELFARE OFFICERS :
Area Welfare Officers (AWOs) are appointed in residential colonies having a large number of Central Government employees. The AWOs serve as a link between the Government and residents in matters relating to the welfare of Government employees living in various colonies. They also work as field officers coordinating and maintaining liaison with the agencies of Government concerned in matters relating to provision of various civic amenities to the residents, such as CPWD, CGHS, Horticulture, Police, Transport and others. There are at present 64 AWOs' in Delhi and 25 at places outside Delhi.

BENEVOLENT FUND :
To provide financial assistance to the Central Government employees in the event of their prolonged illness, premature retirement, death etc. Benevolent Funds have been in operation in the Central Government Departments. In this Ministry, employees who are members of this Fund, have to contribute Rs.20 each per annum. The Government’s contribution to this Fund is Re.1/- per sanctioned staff, per annum.

RECREATION HALLS/CLUBS IN MINISTRIES/DEPARTMENTS :
Clubs have been set up in the Ministries/Departments with the object of organising various welfare activities

Confederation of Central Government Employees and workers strongly condemns the recent decision taken by the Union Cabinet to allow FDI in Insurance and Pension sectors.  Both the Pension and insurance are long time savings instruments    and the funds are greatly drawn from the common people. The Insurance Sector in which the Government had a monopoly till the advent of the neo liberal economic policies has remained as one of the most efficient, customer caring and profit making public enterprises. It contributes about 25%of the total investment of Govt. of India funded projects.

The permission to have 49%FDI in the two sectors will obliterate the Indian entrepreneurs as they would not be able to meet the challenge of the cut throat competition and unfair marketing practices to be unleashed by the giant transnational corporations.   Besides, the UPA II Govt. has chosen to ignore  the huge loss of about 4 Trillion dollars suffered by the Pension fund operators in the USA due to the global financial crisis from which the West European and American Economy is yet to come out.  This decision of the Union cabinet is clearly to bail out those transnational corporations from the financial crisis.   The Government’s decision will enable the Pension fund operators to lure the ignorant common pension beneficiaries to speculative market and the consequential liquidation of their savings and negation of pension benefit at the evening of their life.   

The present decision of Manmohan Singh Government read with the intensified desire to enact the PFRDA Bill in the winter session of the Parliament must be seen as the most treacherous and anti people decision taken at the behest  of and compulsion from the International Finance capital and especially to oblige the US Government whose President is seeking re-election.

The Confederation has called upon the CG employees to organize campaigns and organize a day’s strike on 12th December, 2012  to compel the Government to rescind this anti people decision and withdraw the PFRDA Bill.

So across the world, post offices will be celebrating this special day in many different ways. This includes: special philatelic exhibitions, free entrance in postal museums, introducing new products and services, special cancellation marks, seminars, workshops and more!

B. Tech graduates find postal department jobs cosy

HYDERABAD: M Vijay Shankar, 25, is a B. Tech graduate who worked as an application engineer until two years ago in the technology cell of a company that serviced ultrasound machines. He used to demonstrate the working of the devices and the procedure to handle them, working six days a week. Last year, he cleared the postal department's exam and is currently a postal assistant with his workday revolving around administrative routines like collating revenue collections and getting signatures on documents. Boring? Not really, as Shankar says he has job security, a five-day week, not much pressure and a good pay package, something elusive for many engineering grads these days.

At 150, the postal department is getting younger with each passing year. For many engineering graduates in the city, like Shankar, the road seems to lead straight from the college to the postal department now. For the upcoming 2012 recruitments, lakhs of application forms have already been issued and downloaded and officials are receiving many enquiries from eager candidates. With the number of students from technical backgrounds applying for vacancies there is a significant increase in applicants in the last couple of years. Drawing the young grads is the increased usage of computers in the department and also job security.

Currently, the department has 432 vacancies for which there is a mad rush for application forms. The written examination and recruitments are scheduled for year-end. While in 2009 the department recruited 863 candidates from around 1.75 lakh who applied, in 2010 a whopping 2.25 lakh applications were received from which 1,037 candidates were selected, all aged between 21 and 27. "Almost everyone who applies for a post in the department now is a B. Tech, M. Tech, BCA or MCA graduate. Before 2009 there were no recruitments since 2001, but even before that, the interest among youngsters to apply for a job here was not even close to what it is today. There is an 100 % increase in the number of young graduates evincing interest in the postal department jobs," said M Krishna Murthy, assistant director, recruitment and welfare at the department.

Youngsters who have joined the department cite competitive environment in the IT and software industry and the postal department becoming computer-savvy as reasons why they find working in the humble post office attractive. A Murali, 25, said, "I joined the postal department last year. I have seen many of my friends ending up with health problems due to the high-pressure jobs in private companies. Now, many of them are interested to join the department and have already applied for the upcoming examination."

The new entrants join at the level of a postal assistant after clearing a written examination with a salary of around Rs 23,000 which could rise to around Rs 45,000 in five years. Their benefits include 100 per cent medical cover, an educational allowance and 18-month childcare leave for women. An increase in dearness allowance twice a year sees a 10% jump in salary every year. Moreover, career growth is good, say employees.
