OFFICE MEMORANDUM
Subject:          Model Recruitment Rules for the various Group 'A' and Group 'B' posts in Electronic Data Processing (EDP) Cadre -reg.
The Model RRs for the Group 'A' and Group B' posts in Electronic Data Processing (EDP) Cadre issued by this Department have been reviewed in the light of 6th CPC recommendations.
2.         The designation with pay scale for Group 'A' and Group 13' posts in Electronic Data Processing (EDP) Cadre shall be as below:-
1 DEO, Grade A                                         PB-1, GP Rs. 2400
2. DEO, Grade B                                        PB-1, GP Rs. 2800
3. DEO, Grade C                                        PB-2, GP Rs. 4200
4. Data Processing Assistant                  PB-2, GP Rs. 4600

5 Programmer/Data Entry                       PB-2, GP Rs. 4800
   Operator Grade E

Accordingly, the revised Model Recruitment Rules for the same are enclosed as Annexure to this Office Memorandum.
3. Ministries/Departments may review the existing rules and notify the revised rules conforming to the Model Recruitment Rules. These may also be forwarded to all autonomous/statutory bodies for adoption. The Ministry of Home Affairs is also requested to forward these Model RRs to the UT Administrations for appropriate action.

Preliminary Interaction meeting with Chairman and members of Pay

Today FNPO delegation consisting of General Secretaries NAPEC , General Secretary, PM&MTS, SGFNPO and R.Ravichandran participated in the meeting. During our meeting we presented that India Post is fully computerized and IT enabled and Justification for higher Pay Scale on account of computerization, Savings Bank, Life Insurance and Money Remittance, 100% IT driven on completion of IT project. And multifarious duties. Further we mentioned that Post Man touching every corner of the country. PO is a multipurpose delivery for central and state government schemes like Savings Schemes Payment, MGNREGA & DBT. Demand for higher scales of other cadres in DOP has been emphasized. However we did not mention minimum scale and grade pay. MACP anomalies were discussed. The details of the Video presentation are hereunder:

Kavery Banerjee is new Secretary at Department of Posts

The government today approved Kavery Banerjee as Secretary of Department of Posts following retirement of P Gopinath on May 31. 

"The Appointments Committee of the Cabinet has approved the appointment of Ms Kavery Banerjee, IPoS (Indian Postal Services) 78, as Secretary, Department of Posts, Chairperson, Postal Services Board and Director General, Postal Services," an official statement said. 

Banerjee was serving as Member (Technology) in Postal Services Board before being elevated to the new post. 

Her predecessor Gopinath, too, was elevated to the position of Secretary from Member (Technology) of PSB. 

Gopinath during her tenure played key role on project of Post Banks concepts floated by former telecom minister Kapil Sibal. 

Though DoP failed to get banking licence, it will have the opportunity to apply again when Reserve Bank of India again opens up application for new licences. 

The future of Post Banks now depends largely on view of new government if it would like Department of Posts to enter in to full time banking operations. 

India Post has already set up ATMs at few locations and about 2,800 more ATMs are expected to be in place by March 2015 as part of its core banking system project. 

The challenges before Banerjee includes completion of CBS project and modernising about 1.3 lakh out of 1.55 lakh post offices across country and look at revenue streams to curb loss at India Posts which was last reported around Rs 6,300 crores. 


Around 25,000 department of Post offices have been computerised under UPA regime.

Proposal:Reintroduction of 6 day week in all central government offices and organizations ?

The new Union Government is thinking of put an end to the 5 day week and reintroduction of 6 day week in all central government offices and organizations.This issue will be taken up soon for discussion in the union cabinet meeting. The 5 day week has been introduced long back in the year 1985 during the regime of late prime minister Sri Rajiv Gandhi.

Central govt employees may get performance based incentives

NEW DELHI: The central government may implement a  performance based incentives scheme for its employees, officials said on Saturday.
According to sources, the Department of Personnel and Training (DoPT) is slated to give a detailed presentation on Performance-Related Incentive Scheme (PRIS) to the Prime Minister.
The PRIS was recommended by the sixth pay commission and was accepted by the erstwhile United Progressive Alliance government.

QUALIFYING SERVICE FOR PROMOTION

Eligibility for promotion : - It is necessary to fix suitable standards for promotion from one grade to another, including minimum length of service in the lower grade. As far as possible, the minimum length of service in the lower grade prescribed as a condition for promotion to the higher grade should not markedly be different from that prescribed by other Departments for promotion to similar grades involving the same nature of duties and responsibilities. 
The qualifying service for promotion from one grade to another is necessary so that there is no premature promotion or undue jump in pay and also to ensure that the officer has sufficient opportunity to demonstrate his competence/potential for holding the higher post. The period of qualifying service varies from post to post depending upon the scale of pay and the experience, required for manning the higher post. Broadly, the following qualifying service for promotion from one grade to another may be followed:
