What is the National Population Register ( N.P.R)? What is its use? 

         
                                                              The NPR would be a Register of usual residents of the country. The NPR will be a comprehensive identity database that would help in better targeting of the benefits and services under the Government schemes/programmes, improve planning and help strengthen security of the country. This is being done for the first time in the country.

NPR Process:
Details such as Name, Date of Birth, Sex, Present Address, Permanent Address, Names of Father, Mother and Spouse etc will be gathered by visiting each and every household. All usual residents will be eligible to be included irrespective of their Nationality. Each and every household will be given an Acknowledgement Slip at the time of enumeration. The data will then be entered into computers in the local language of the State as well as in English. Once this database has been created, biometrics such as photograph, 10 fingerprints and probably Iris information will be added for all persons aged 15 years and above. This will be done by arranging camps at every village and at the ward level in every town. Each household will be required to bring the Acknowledgement Slip to such camps. Those who miss these camps will be given the opportunity to present themselves at permanent NPR Centres to be set up at the Tehsil/Town level. In the next step, data will be printed out and displayed at prominent places within the village and ward for the public to see. Objections will be sought and registered at this stage. Each of these objections will then be enquired into by the local Revenue Department Officer and a proper disposal given in writing. Persons aggrieved by such order have a right of appeal to the Tehsildar and then to the District Collector. Once this process is over, the lists will be placed in the Gram Sabha in villages and the Ward Committee in towns. Claims and Objections will be received at this stage also and dealt with in the same manner described above. The Gram Sabha/Ward Committee has to give its clearance or objection within a fixed period of time after which it will be deemed that the lists have been cleared. The lists thus authenticated will then be sent to the Unique Identity Authority of India (UIDAI) for de-duplication and issue of UID Numbers. All duplicates will be eliminated at this stage based on comparison of biometrics. Unique ID numbers will also be generated for every person. The cleaned database along with the UID Number will then be sent back to the Office of the Registrar General and Census Commissioner, India (ORG&CCI) and would form the National Population Register. As the UID system works on the basis of biometric de-duplication, in the case of persons of age 15 years and above (for whom biometrics is available), the UID Number will be available for each individual. For those below the age of 15 years (for whom biometrics is not available), the UID Number will be linked to the parent or guardian.


Will an Identity Card be given? 

The National Population Register would have the data of every person enumerated during the Census operations irrespective of age. It would also have the biometric data and UID Number of every person of age 15 years and above. National Identity Cards will be given in a phased manner to all usual residents by the Office of the Registrar General and Census Commissioner, India. The issue of Cards will be done in Coastal Villages to start with. After this the coastal Towns will be covered and so on till the entire country is covered.


Who will collect the Information? 

Government servants duly appointed as Enumerators will visit each and every house and collect the information required. They will carry an Identity Card as well as an Appointment Letter. In case of need you may ask them to show these documents. The local Tahsildar can also be contacted in this regard.


What information will be collected? 

Two Forms will be canvassed in each household. The first relates to the Houselisting and Housing Census. In this, 35 questions relating to Building material, Use of Houses, Drinking water, Availability and type of latrines, Electricity, possession of assets etc. will be canvassed.
The second form relates to the National Population Register. In this the following will be canvassed:

* Name of the Person
* Gender
* Date of Birth
* Place of Birth
* Marital Status
* Name of Father
* Name of Mother
* Name of Spouse
* Present Address
* Duration of stay at Present Address
* Permanent Address
* Occupation
* Nationality as Declared
* Educational Qualification
* Relationship to Head of family


Will my Information be disclosed to anybody? 

All information collected under the Census is confidential and will not be shared with any agency - Government or private. Certain information collected under the NPR will be published in the local areas for public scrutiny and invitation of objections. This is in the nature of the electoral roll or the telephone directory. After the NPR has been finalised, the database will be used only within the Government.


Whom do I contact in case my house is not covered? 

The local Tehsildar/Ward Officer of your area is the designated officer. In case of need you can also contact the Collector/DC/DM of your District or the Commissioner of your Town. You can also intimate us over e mail or contact us over the toll free number given in this website.


How do I ensure that the information given by me is being correctly entered? 

The NPR form has to be signed by you. In case you require, ask the Enumerator to read it out to you and then affix your signature/thumb impression. In any case do ascertain that the details are correctly entered.


Do I need to show any documents to the enumerator? 

The enumerator will take down all particulars as given by you. You are not required to show any proof. However, be cautioned that it is expected that you will provide correct and authentic information. You are also signing to this effect. The provision of false information can invite penalties under the Census and Citizenship Acts.


What is the Link between NPR and Unique ID Authority of India (UIDAI)? 

The data collected in the NPR will be subjected to de-duplication by the UIDAI. After de-duplication, the UIDAI will issue a UID Number. This UID Number will be part of the NPR and the NPR Cards will bear this UID Number. The maintenance of the NPR database and updating subsequently will be done by the Office of Registrar General and Census Commissioner, India.


How people working abroad will be registered in National Population Register? 

This is a Register of Usual Residents. If a person is staying at a particular place in India for 6 months in the past one-year or intends to stay there(in India) for at least 6 months in the future, they will be covered. If you are not a usual resident you will not be included in the NPR.


Can I send my census/NPR information electronically ? 

No, however you can download blank schedules from census website from schedule section and keep the information ready. This may help Enumerators when he/she will come to your place for collecting/recording the information in the actual schedules especially designed for the census/NPR.

New Health Insurance Scheme for Government Employees under Consideration.


There is a proposal for introduction of a health insurance scheme for the central government employees and pensioners on pan-India basis, with special focus on pensioners living in non-CGHS areas. The proposal is to make this scheme voluntary cum contributory for serving employees & pensioners.  However, it is proposed to be made compulsory for the new entrants in Government service.
  

    The salient features of the proposed Health Insurance Scheme are as under; 

 
1.   Optional for serving Central Government employees and pensioners including future    pensioners
2.   Compulsory for new recruits,
3.   Covers all the members of family as per CGHS norms, 
4.   Sum insured – Rs. 5 lakh per year on a family floater basis,
5.   Corporate buffer of Rs 25 Crore to take care of cases exceeding Rs. 5 lakh, 
6.   All pre existing diseases covered from the day one, 
7.   Pre and post hospitalisation benefits available,
8.   Domiciliary Hospitalisation benefit, 
9.   Maternity benefit upto two living children, 
10. OPD not covered however OPD consultations will be free, 
11. Payment of FMA for meeting OPD needs,
12. Cashless treatment facility, 
13. Govt. to subsidise significantly the payment of premium, 
14. Employees / pensioners to contribute 20 to 30 percent of the premium,
15. Identification of beneficiaries through a Smart Card.

  
  
   The proposed scheme will be an alternative to the CGHS and it will provide an option to the serving employees and pensioners to choose a scheme as per his/her convenience.
 
   The Scheme will have special focus on the pensioners living in non-CGHS areas who are getting Fixed Medical Allowance at the rate of Rs.300/- only per month to take care of their medical needs and have been demanding extension of CGHS or CS (MA) Rules to cover their OPD and Inpatient medical needs which is not feasible due to resource constraints.  The Health Insurance Scheme seems to be a viable alternative.  It will have additional implications, due to coverage of pensioners living in non-CGHS areas and not covered under any Government Scheme.
 
   The proposal for inclusion of the Health Insurance Scheme for the Central Government employees and pensioners in the 12th Plan has been moved by the Ministry for consideration of the Steering Committee on Health in the Planning Commission. On receipt of approval of Planning Commission, the proposal would be placed before the Expenditure Finance Committee and finally before the Cabinet for approval of the scheme. No strict time frame can be given in this regard.
 
   This information was given by the Union Minister for Health & Family Welfare Shri Ghulam Nabi Azad in reply to a Starred question in Lok Sabha today.

e-IPOs to help diaspora file RTI applications

Making it easy for the Indian diaspora to seek information under the RTI Act, the Centre has decided to float electronic Indian Postal Order for paying RTI fee, which can be purchased using debit and credit cards. 

The Indians settled abroad were finding it difficult to seek information under the transparency law as IPO or Demand Draft of Rs 10 was not easily available. 

The Department of Personnel has now agreed in principle with the Department of Posts to launch e-IPO which can be easily purchased by the applicant living abroad using their credit or debit cards. 

Under the proposed scheme, once applicant purchases e-IPO using credit or debit card physical postal order will not be generated, only a number would be generated which could be mentioned on the application by the applicant. 

"Information seeker will write this number on his RTI application and send to public authority. Service of e-IPO along with RTI application will be applicable to Central Public authorities", a Personnel Ministry circular said. 

The details provided by the applicant will be matched with those on the Department of Posts web site and once transaction details are matched, fee will be accepted. 

"Money will not be received physically by the PIO but will be transferred to a consolidated fund of India. This will be on the patten of the payment received by the Department of Posts in the scheme of CAPIOs", it said. 

The Ministry directed all Ministries and departments to appoint nodal officers for handling e-RTI applications. 

It said the nodal officers will be given training to handling these applications once the modalities are worked out.

I am directed to refer to the Department’s letter of even No. dated 02.05.2012 on the above mentioned subject.

2.       An action taken report ad seriatim on the issues referred to by the staff side, is as under:

1. Separate orders communicating the decision that no mail office will be closed for next three years and no dislocation of staff to places outside headquarters.

Instructions issued vide letter no. 28-8/2011-D dated 14.05.2012, a copy of which is enclosed.

2. Orders communicating the decisions about no closure/merger of post offices if no simultaneous relocation is possible.

Instructions issued vide letter No.40-6/2011-Plg(Pt) dated 21.2.12

3. Revision of wages of casual labourers & absorption.

The said Para is confined to the revision of wages of casual labourers.

The issue involves various policy decisions & as at present, draft memo for the Postal Services Board is at the approval stage.  Further action would be taken after outcome of the decision of the PSB on the issues of revision of wages and absorption.

4. Revised recruitment rules for group-D & postman as agreed and syllabus for group-D examination (25% from GDS) & Postmen/Mailguard.

Files bearing Nos.37-33/2009-SPB-I and 44-14/2009-SPB-I concerned with the subject matter is already under submission to M/o Law for vetting the draft for amendment in RRs of Postman/MTS.  On receipt of the same from M/o Law, the RRs will be sent to Govt. Press for necessary Gazette Notification.


5. Revision of cash handling norms to GDS & ensuring no reduction of TRCA under any circumstances and enhancing the Bonus ceiling to 3500/- & revise the cash allowance to BPM at the rate of Rs. 50/- per trip instead of month.

A Committee was constituted to look into the revision of cash handling norms & reduction of TRCA. The Committee has submitted its report, which is under consideration.

Regarding enhancing the bonus ceiling to Rs. 3500, a proposal has been submitted to Ministry of Finance, Department of Expenditure for approval on 02.03.2012.

So far as the issue of revision of cash allowance is concerned, the same is not part of the minutes. However, the issue will be examined.

6. Orders revising the instructions liberalizing the powers to the divisional heads instead of circle heads in case of tenure posting to C and B class offices.

7. Reiteration of earlier instructions on the grant of special pay to unqualified Accountants & Counting of Special Allowance for pay fixation without filing SLP against Bangalore High Court Judgement.

CPMG Karnataka Circle has been asked to file SLP in theApex Court on the advice of Ministry of Finance, Department of Expenditure.


8. Circulation of clarification given to Punjab Circle to the remaining circles also in respect of protection of pay of defunct PO & RMS Accountants.

Integrated Finance Wing has sought some further inputs on the issue & action is being taken thereon. 

9. Orders on forcible allotment of staff quarters to the town SOs SPMs as post attached quarters.

Instructions issued vide letter no. 18-9/2010-Bldg. dated 10.5.2012.

10. Non supply of balance statement of NPS to the official as on 31.3.2011.

The statement of transaction (SOTs) of the subscribers of Central Govt. for the period 1.4.10 to 30.6.11 have already been dispatched to the subscribers in the format approved by PFRDA by NSDL Mumbai vide letter dated 19.9.11.  All the Directors of Accounts (Postal) have been informed about the dispatch of SOT vide letter No.6-5/PA Book-I/NPS Procedure/2011-12/1960-89 dated 18.11.11

11. Enhancement of financial powers to LSG, HSG II & HSG I.

This is under examination.

12. Enhancing the honorarium for invigilators engaged in departmental examinations.

The issue of revision of rates of honorarium for Paper Setter, Evaluator etc. for Departmental Examinations has been examined and rates have been revised vide letter No.A.34020/17/2008-DE dated 26.4.2012.

13. Allowing the physically handicapped candidates for appearing IPO examinations.

Under active consideration in consultation with the M/o Social Justice & Empowerment.

14. Orders on drawal of Cash handling allowance to Treasurers, Accountants irrespective of their position in MACP.

A reference has been made to the DOPT in this regard.

15. Finalization of cadre review proposals before 31.03.2012.

The matter is under active consideration and further discussion with the staff side may be held shortly. 

16. Payment of incentive instead of honorarium for attending the PLI/RPLI work at divisional offices after decentralization.

All officials deputed for PLI/RPLI work to RO/CO from Divisions have been asked to be repatriated vide letter No. 30-1/2010-LI dated 27.1.12

Further, in case of incentive, case has already been processed and is in pipeline.

17. Orders for repatriation of officials deputed for PLI/RPLI work to CO/RO to their home divisions.

Same as against sr. no. 16 above.

18. Allowing the Postmaster’s cadre officials to appear for IPO/PSS Group-B examination.

The proposal has been examined and as observed, it does not fall in line with the existing instructions, as these are two different streams.


19. Orders permitting the Postmaster cadre officials to officiate in HSG-I vacancies.

The matter has been examined.  Not found feasible, as per R/Rules.

20. DO letter from Member(P) to all circle heads to fill up all posts of Sorting Postmen, Mail Overseer, Cash Overseer & Head Postmen.

Orders issued vide No.37-4/2012-SPB I dated 19.04.2012.

21. Allowing MTS to decline promotion to postmen cadre under seniority quota without losing MACP promotion.

Will follow shortly.

22. Reiteration of instruction for rotational transfer for SBCO staff by notifying cluster of divisions.

Issued vide No.141-91/2012-SPBII dated 2.4.12.

23. Issue instructions to all for ensuring filling up of all sanctioned LR posts.

Will follow shortly.

24. Prompt grant of child care leave – issue of instructions.

Instructions reiterated vide letter No.51-3/2011-SPBII dated 10.5.12.

25. Clarifications to be issued on MACP as agreed upon on the following:
(i)         MACP will not be deferred on the ground of contemplated disciplinary/vigilance proceedings
(ii)       Instructions on review of ACRs/APARs by scrutiny committees
(iii)     Recovery orders by DA(P) in the matter of pay fixation on MACP in case of MTS.
(iv)     Cases relating to declining promotion prior to issue of MACP order (prior to 2009).

The issue is presently under examination.

26. Issuing clear instructions to all CPMsG that in the city areas where RO/COs are situated decentralization of RPLI/PLI should not be done to city Postal Divisions, instead the work will be done by RO/CO staff as done before.

Permission to Circle/Regional office to accept, process and service the policies relating to their headquarter cities where they were located, issued vide letter no. 30-1/2010-LI dated 27.01.2012.

27. Issuing orders on the items finalized by the Postmen committee and also follow up action on certain items to be referred to work study unit.

Report of the Committee has been received. The recommendations are under process.

28. Cadre-restructuring and settlement of Group-D and Sorter anomaly issues relating to Postal Accounts.

Cadre-restructuring:  the proposal sent to Integrated Finance Wing for their concurrence is at present lying with Postal Estt. Branch.
Group-D & Sorter anomaly: the information has been called for from all Circle Postal Accounts Offices. On receipt of the same the case will be examined further.

29. Follow up action on civil wing employees’ issues.

The R/Rules are presently pending with M/o Law & Justice.  Will be notified immediately after it is cleared and further action will be taken.

30. Examination of CRC & EPP norms.

Logistics Posts: Committee formed to work out the handling norms of Logistics Post has submitted its report. In view of observation of IFA(BD), DDG(Estt) has been addressed to provide extant provision for formulation of handling norms for new/existing service so that recommendations of committee can be further examined.  Reply is awaited from DDG(Estt).

EPP: a Committee has been formed to work out the handling norms for EPP.  The Committee has carried out preliminary exercise in its first meeting.  Recommendations of the meeting are awaited.


3.       In view of the position explained above, you are requested to withdraw your notice of one day hunger fast for 21.05.2012 and cooperate with the Department in resolving the issues.

A ten member delegate’s team of “National Association of Postal Employees” have met Sr. Supdt. Of Pos, Puri division, Puri, Sri M.D. Sethi regarding the irregularities in the rotational transfer memo 2012. The members of the team are:-

KHURDA HO IN OTV "NEWS FUSE"

The halfheartedness of the divisional administration is no more confined to the employees only. In facts now it has been known to the people of Odisha also. The spy camera of "News Fuse" , an entertainment programme of OTV,a regional news channel has been covered the Khurda HO . The damaged walls and the shortage of parking place of Khurda HO has been shown very clearly in this show. The anchor Kuna Tripathy has presented this clip in his own way. The repairing work of the departmental buildings has not being done in regular basis. No authority, nobody is in a mood to understand the problem and to protect the governmental assets.Let's see what remedial steps will be taken by the division office to cover up this mockery.

"M.A.C.P." , A INTRODUCTION TO THE NEW COMMERS

The Sixth Central Pay Commission in Para 6.1.15of its report, has recommended Modified Assured Career Progression Scheme(MACPS). As per the recommendations,financial upgradation will be available in the next higher grade pay whenever an employee has completed 12 years continuous service in the same grade. However, not more than two financial upgradations shall be given in the entire career, as was provided in the previous Scheme. The Scheme will also be available to all posts belonging to Group "A" whether isolated or not. However, organised Group "A" services will not be covered under the Scheme.

2. The Government has considered the recommendations of the Sixth Central Pay Commission for introduction of a MACPS and has accepted the same with further modification to grant three financial upgradations under the MACPS at intervals of 10,
20 and 30 years of continuous regular service.

3. The Scheme would be known as "MODIFIED ASSURED CAREER PROGRESSION SCHEME (MACPS) FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES. This Scheme is in supersession of previous ACP Scheme and clarifications issued there under and shall be applicable to all regularly appointed Group "A", "B", and "C" Central Government Civilian Employees except officers of the Organised Group "A" Service. The status of Group "0" employees would cease on their completion of prescribed training, as recommended by the Sixth Central Pay Commission and would be treated as Group "C" employees. Casual employees, including those granted 'temporary status' and employees ppointed in the Government only on adhoc or contract basis shall not qualify for benefits under the foresaid Scheme.

Postal Dept should target 20 pc growth rate: Sibal


Communications and IT Minister Kapil Sibal today said the Department of Posts (DoP) should target a growth rate of 20 per cent. “I think this is an area where the growth can be 20 per cent,” Sibal said during the inauguration of a two-day postal conference here.
The DoP has a growth rate of 12 per cent at present, he added. The government is working on a National Postal Policy (NPP) would have clear goals, defined role of various operators in the sector and regulatory mechanism in place.
The policy will be framed in consultation with various stakeholders of the Indian postal sector which will include various players in logistics, courier and e-commerce business. “I do have a vision for the postal department in India… I am deeply committed to the progress of this department,” Sibal said, adding, this is an area which can truly transform the rural economy. The DoP also plans to set up 1,000 automated teller machines (ATMs) across the country under its modernisation plan. DoP has got approval of Rs 1,877.20 crore to be spent across these projects over a period of two years and will seek additional funds when the need arises. The DoP also plans to computerise all its 1.55 lakh post offices across the country by 2013.

Shri Kapil Sibal ,Union Minister for Communications and Information Technology(C&IT) has said that India Post is in an enviable position due to its reach and has the potential to transform rural economy and life. Shri Sibal said this while inaugurating the two day annual conference of Heads of Circle of the Department of Posts.

During the 2-day event, discussions will focus around the challenges being faced by India Post in the 21sth Century. India Post is faced with the twin challenges of induction of various modes of technology in communication and also the proliferation of couriers on the other.

The organization has geared itself to assimilate technology in its operations in a big way. It has also embarked upon the path of providing quality postal services to its customers. The Speed Post is already a brand to reckon with. Other initiatives like introduction of Core Banking Solutions in the Post Office Savings Bank, expansion of Postal Life Insurance and streamlining of the parcel service area also on the anvil. Apart from this, India Post is preparing itself to have a vast technological network to connect all the rural Post Offices. The organization hopes to be a reliable partner for various Government Departments for delivery of their services in the villages where no other network has the kind of reach which India Post has got.

Training of the Postal Staff to adapt itself to the use of technology in a big way is also a major challenge. Plans are being worked out by India Post to provide adequate training to all its personnel in use of technology. This is going to be the thrust area in the next couple of years.

India Post has a vast network of 1,54,866 post offices in the country. It handles over six billion articles of mail every year with the help of nearly half a million employees. India Post also runs Post Offices Savings Bank (POSB). Apart from offering various saving scheme, to the common man, POSB also disburses Mahatma Gandhi National Rural Employment Guarantee Scheme( MGNREGS) wages. It has 5.4 crore accounts which disbursed Rs. 7430 crore as MGNREGS wages during 2011-12.

‘Make optimal use of postal assets for national benefit’ : CHANDAN MITRA

Rajya Sabha member Chandan Mitra on Friday observed that the assets of the Department of Posts were vast national resources, which should be used to maximise benefit to the nation and bolster the financial performance of the department.
He was inaugurating the seventh biennial conference of the Bhubaneswar divisional branch of the All India Postal Employees’ Union (AIPEU), Group-C.
His observation came in the backdrop of a situation wherein postal authorities have nine plots of land in Bhubaneswar but a lot of their official activities were operating from rented premises, with dilapidated buildings and poor infrastructure.
Mitra pointed out that historically, the postal department and the Indian Railways have functioned as pillars of national unity and integration, but in the present rapidly changing scenario, postal activities must be transformed to keep in sync with changes in the modern world and face competition without diluting their character.
He said the Government’s move to give post offices the role of a bank and route MGNREGA remittances through them was an indicator of the important role that the 1,55,000-outlet-strong department could play in providing service to more than six lakh villages.
Mitra assured the AIPEU members that he, along with some Odisha MPs, would meet departmental Union Minister Sachin Pilot and draw his attention to their grievances. Lok Sabha Member from Odisha Mohan Jena, who also spoke on the occasion, promised the union members that he would continue to fight for their cause in New Delhi.
MLA of Bhubaneswar (Central) Bijay Kumar Mohanty observed that in spite of Odisha having two GPOs while many other States have only one, the postal department had continued to ignore the State in providing infrastructure and amenities for customer service.
Chairman of Reception Committee for the conference and MLA Jeetu Patnaik urged the MPs to take up the grievances of the employees with the authorities in Delhi.
The session saw felicitation of retired departmental employees, including Pranab Kumar Das who lost a limb in the parcel bomb incident a few years ago. The employees demanded provision of detectors of such bombs in Post Offices among other issues.
The conference was presided over by president of AIPEU Bhubaneswar Divisional Branch Purna Chandra Das.

The government on Wednesday said as many as 3.86 crore Aadhaar letters are in the process of being dispatched while 6.46 lakh cards could not be delivered by the postal department due various reasons such as incomplete address.


As on April 20, 2012 a total of 17 crore Aadhaar numbers had been generated and 10.44 crore have been dispatched, Minister of State for Planning Ashwani Kumar said in a written reply in the Lok Sabha.


 "Out of these (10.44 crore letters), 6.58 crore Aadhaar letters have been delivered as reported by India Post and the remaining 3.86 crore letters are in transit," Kumar, who is also Minister of State for Science and Technology and Earth Science said.


He further said that as per the portal of the Department of Posts, the total returned letters as on April 20, 2012, stood at 6.46 lakh. This is 0.98 per cent of total Aadhaar letters delivered..


                                                           This is the statistics of the government. But the problems of the departmental employees has been over looked.The UIDs are coming large in numbers . In fact these cards are comming in special bags containing not less than 2000 articles in each bag. But the number of PAs are also constant.Opening of bags, receive of articles in computer for 2000 articles will take not less than 4 hours.If the postmen waits for 4 hours , naturally their number of delivery will decrease.  The number of fresh postman posting is almost negligible. The department is curtailing the vacant posts of  postmen in various sub offices with the posting of EDs (Extra Departmental) employees. But the duty hour of a ED is almost half from a postman. In their short duty hours also they are being forced by the postmasters for 100% delivery of the UID cards.We can't blame the postmasters totally. They are also forced by the CO for 100 % delivery.If postmen are forced in this summer , then who will be held responsible if any mishap arises to any postmen ? No doubt department will gain more profit from this project , but what will a general postman / an ED will gain from this ? 
                                             Department of Posts neither have any infrastructure to help a postman in his delivery work , nor have any intension for the genuine human rights of the postmen.

Speed Post agents fox department, steal Rs 2L

NEW DELHI: Something surreptitious was on at the Karol Bagh post office for quite a while. Speed Post parcels were being booked for different addresses but dispatched to other places. In that process, the postal department incurred huge losses.

The discrepancy was found out when the booking and web lists showed different delivery destinations, police said. The Speed Post service is outsourced and bookings are generally handled by agents. A senior postal department official, said a source, approached Delhi Police to investigate the case and also named an agent in the FIR, whose alleged role in the anomalies came to light during internal probe.

"We found that the destination shown in the booking list was different from the actual delivery address as shown by the web delivery report. Parcels were shown booked for nearby cities and countries and appropriate charges levied were mentioned; but the web report showed delivery addresses in distant cities and countries," stated Binti Choudhury, a senior postal official, in the FIR.

A senior police officer explained the modus operandi of the cheats: "If a customer paid Rs 500 for parcel delivery to the US, the agent booked it, but altered the destination to Kathmandu or Singapore where the charge was as low as Rs 100. So, there was a direct loss of Rs 400 to the department per parcel."

Cops suspect the involvement of some postal officials. Loss of government revenue of about Rs 2,06,833 has been detected, said Choudhury.

A postal official approached cops to probe the parcel anomaly and also named an agent in the FIR.

GOVERNMENT EYES FOR 1000 ATMs

The Government plans to set up 1000 Automated Teller Machines (ATMs) and carry out computerization of Post Offices in the country as part of its ongoing modernization and upgradation drive. 
           The Minister of State for Communications and Information Technology Shri Sachin Pilot informed the Lok Sabha today that the Department of Posts proposes to set up 1000 ATMs. 820 Head Post Offices have been identified for setting up ATMs across the country. Shri Pilot said that remaining 180 Post Offices will be identified during implementation phase. Of these a maximum 100 ATMs would be set up in Andhra Pradesh. 
        The Minister said nearly 25000 Departmental Post Offices have been computerized. The Department offers a number of premium services like Speed Post, Express Parcel Post, Logistics Post etc. to generate additional revenue for the Department, he added.
