DEMAND FOR 7th PAY COMMISSION

Demanding the Centre to constitute the 7th Pay Commission, several Union Government employees and pensioners’ Associations are going to stage a protest on Monday at the Indira Park in Hyderabad as part of their nationwide protest.
According to a press release from the All India DRDO Technical Officers’ Association, due to unprecedented inflation and spiraling prices of essential commodities, wages determined by the 6th Central Pay Commissioner have now been eroded by 100 per cent.
While the government permits wage negotiations and revision in the fully owned Public Sector Undertakings every five years, officers’ association president Krishna Mohan said the refusal of the Centre to revise wages of Central government employees and officers despite such large-scale erosion in the real value of wages was absolutely unjustified. He called upon all the central government employees to participate in the protest.
The associations like DRDO scientists’ associations, administrative officers’ association, DRDO officers’ federation, confederation of central government gazetted officers’ organisation, all pensioners and retired employees’ association, railway, defense and postal employees’ association are going to participate in the protest.

Core banking solutions in six post offices of Nagpur Region from June


NAGPUR: Six post offices of Nagpur region are among the 124 offices in the country where India Post will be first implementing core banking solutions (CBS). This initiative is part of postal department efforts towards modernization of its services.

In the pilot phase, eight postal circles have been selected. They include Andhra Pradesh, Assam, Delhi, Karnataka, Maharashtra, Rajasthan, Tamil Nadu and Uttar Pradesh. The six offices from Nagpur Region are Nagpur City head office (HO), Nagpur GPO; Gondia HO, Khamgaon HO, Wardha HO and Yavatmal HO. Offices coming under these HOs will be also covered under the project.

"In CBS, the small saving scheme customers would be able to conduct transactions of their accounts from any other post office which is also covered under the system. Other offices will be covered under CBS in another two more phases," Post Master General of Nagpur Region M. E. Haque said.

In Nagpur Region, the CBS is scheduled to become operational by June. According to the department officials, everything is on track. "We hope to implement the system as per schedule unless there is some glitch. The National Institute for Smart Government (NISG) is helping us in this process while TCS is conducting training of our employees," said Haque.

The CBC process might also prove to be the groundwork for the entry of the postal department into banking services as it has already got approval from the Reserve Bank of India (RBI). "Definitely, this is a part of the foundation work. Among all the central government departments we have the biggest network in the country and deepest penetration in rural areas. So, we have a ready-made infrastructure for such an endeavour. But no other directive has come to us from the top in this regard," Haque said.

There are also plans to introduce ATMs, about 1000 of them, in all HOs, said Haque adding, "ATM reduces the cost of transaction for the postal department. While each counter transaction costs about Rs.25/-, ATM transaction costs Rs.10-14/- per transaction."

Release of additional instalment of Dearness Allowance to central government employees and Dearness Relief to pensioners, due from 1.1.2013

The Union Cabinet today gave its approval to release an additional instalment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners with effect from 01.01.2013 at the rate of 8 percent over the existing rate of 72 percent.
Thus, the combined impact on the exchequer on account of both DA and DR would be of the order of Rs.8629.20 crore per annum and Rs. 10067.36 crore in the financial year 2013-14 (that is for a period of 14 months from January, 2013 to February, 2014).

THE COLOR IS NOT MEANT FOR POSTAL EMPLOYEES OF ODISHA.

Viewers, similar to previous years ,this year also all the postal employees of Odisha circle is debarred from celebrating the festival of colors . All the state government departments and central government offices including Railway offices also will be closed tomorrow. But being an exception to all these departments the Postal department employees are not going to celebrate Holli. Some question arises here. Firstly, while the Railway department is going to close its administrative offices tomorrow, though it is a central government department and all over India celebrating Holli today. But the local authorities of Railway modified the holiday according to the odia culture. But at the same time, local Postal department authorities remained silent being loyal to their superiors and ignoring the culture of odisha. Department is not aware of the welfare of the staff side. In fact it is in a mood to achieve the target which is mounted forcefully upon the staff side in order to overcome out of heavy loss. Secondly, if all the post offices will work during Holli and any out sider / public puts the colorful water on the documents and computer systems of the office, who will be held responsible ? Undoubtedly the concerned Postmaster. But is there any control of a Postmaster over the general public ? But friends department is not in a mood to listen any plea from the staff side. Infosys to power online services at 1.3 lakh post offices

Infosys has partnered with India Post for developing a service delivery platform that will allow more than 1,30,000 rural post offices to offer online services.

The platform will also connect and manage more than 130,000 handheld devices used by rural postal workers for distribution of social benefits under the National Rural Employment Guarantee Act and process Electronic Money Orders, Infosys said in a statement.

With this agreement, Infosys will facilitate India Post's Rural Systems Integration (RSI) programme, which will increase adoption of the department's services and enhance the reach of postal services to the country's rural population.

As part of an earlier agreement, Infosys is also partnering with India Post to transform its financial services operations and end-user experience under the Financial Services System Integration programme.

"We are very happy to partner with Infosys on one of the largest transformational journeys India Post has ever undertaken. We are confident that Infosys will help make the Rural Systems Integration project a success," India Post said.

Shri Kapil Sibal Inaugurates India’s First All Women Post Office

On the occasion of the International Women`s Day today, the Union Minister of Communications & IT Sh. Kapil Sibal inaugurated India`s First All Women Employees Post Office at Shastri Bhawan, here today. This office is a Project Arrow Office and has three counters. Two counters offer Multi Purpose services like booking of Speed Post, Registration, Sale of IPOs, Booking of Money Orders etc. and one counter is for Sale of Stamps. All these counters of this Post Office will now be manned by Women employees only. The working hours of this Post Office will be from 9.30 a.m. till 5.30 p.m. 

There are 1003 women employees at the operative level in Delhi circle and their percentage in the total work force is about 14%. In the administrative cadres the percentage is 22%. In a co-incidence the Junior Engineer [Civil] who is Incharge of maintenance of this Post Office building, the Assistant Superintendent of Post Offices of the Postal Sub Division as well as Senior Superintendent of Post Offices of Delhi Central division who are controlling officers of this Post Office are also women.

No such proposal to set up 7th Pay Commission: Govt






NEW DELHI: Admitting that there have been demands for setting up of 7th Pay Commission, government said that no such proposal is under consideration for such exercise, which would have resulted in upward revision of centre's over 85 lakh employees' and pensioners' pay scales. 

"The recommendations of the previous .. 6th Central Pay Commission were given effect to from January 1, 2006. Therefore, at present no proposal to constitute the 7th Pay Commission is under consideration of the government," Minister of State for Finance Namo  Narain Meena told Lok Sahba on Friday in a written reply. 

Meena further said, "There have been some demands received for setting up of the 7th Central Pay Commission. In the past, there has generally been a gap of a minimum 10 years between two successive Pay Commissions. 

According the information available, the central government employees had also gone for a day long token strike for their various demands including setting up of 7th Pay Commission in December last year. 

At present the number of central government employees and pensioners are about 50 lakh and 35 lakh respectively.

                                                     One thing can be shared here that,  Shri Amulya Kumar Dash was previously working in Division office, but in ill-intention , he was been re-posted as SPM Basudevpur SO.But the NAPE,Puri , strongly reacted to this mockery and fought for Mr. Dash to get him back to his previous posting under immunity ground.

HERE COMES THE MOST AWAITED "POSTBANK"

The postal department plans to enter the banking business with the Reserve Bank of India deciding to grant new bank licences to entities with credible track-record.

Sources said the Department of Posts, which has a strong foot print in rural areas, has appointed Ernst and Young (E&Y) as the consultant for the proposed ‘Post Bank’

“Ernst and Young is expected to submit a detailed project report by April, after which all the necessary measures will be taken up to apply for banking licence,” a source at the Ministry of Communications and Information Technology told PTI.

The sources added that the Department of Post (DoP) might need Cabinet approval for setting up Post Bank of India.

Of the 1.55 lakh post offices in the country, around 24,000 district offices may be ready to offer banking services in the next two years.

The DoP is in process of setting up 1,000 ATMs.

“Post Bank shall not only take care of the banking needs of the rural poor but shall also converge with micro-insurance and micro-remittance services of the DoP,” the source said.

As per data shared with Parliament, there were over 26 crore operational small savings accounts in post offices as on March 31, 2012, having deposits worth Rs.1.9 lakh crore.

We (NFPE & FNPO) once again extend our warm greetings and congratulations to all Postal , RMS & MMS employees who made the two days nationwide strike a thundering success. About 1,50,000 Postal , RMS&MMS offices including Branch Post offices remained closed for two days. About more than five lakhs employees including GDS struck work. Though the strike will be over tonight, the struggle against the anti-worker policies will continue. Let us keep this unity and fighting spirit intact.

Govt-trade unions talks fail, strike as scheduled on Feb.20, 21

The talks held by the government with the representatives of 11 Central trade unions here on Monday night to urge the unions to withdraw the February 20, 21 nation-wide strike call has failed and the unions have announced that the protest will be held as scheduled.
INTUC president G. Sanjeeva Reddy, who participated in the talks, told The Hindu that the government representatives — Defence Minister A.K. Antony, Agriculture Minister Sharad Pawar and Labour Minister Mallikarjun Kharge — had wanted the unions to postpone the strike and said their demands could be discussed later in detail.
“However we told the government that it should at least accept some of the ten demands put forth by us. As the government was not willing to further discuss any of the demands, the talks failed and we have no option except to go ahead with the strike as announced,” he said.
The trade unions will meet in Delhi today to discuss how to successfully organise the strike, Mr. Reddy said.
The trade unions have given notice for a two-day strike on February 20 and 21 protesting the price rise, inflation, poor employment generation, lack of adequate social security for unorganised sector workers, among other things.

Ahead of strike, TUs to take out rally on Monday.

As part of preparations for a nation-wide strike called for February 20 and 21 by 11 major trade unions, a big rally will be taken out on Monday in Mumbai. Over one lakh workers are expected to participate..
All-round impact
The strike will have an impact in transport, port and dock, electricity, petroleum, coal, steel, defence production, telecommunications, postal, hospitality industry, major engineering, electrical and automobile sectors, banks, including private ones, and retail shops.

SUPPORT FROM STATE GOVT.s

 For the first time, chief ministers have agreed to support a nationwide strike called by trade unions. While as administrative heads they cannot be seen participating openly in a strike, Odisha and Karnataka CMs Naveen Patnaik and Jagdish Shettar, respectively, have assured AITUC leader and veteran CPI MP Gurudas Dasgupta of "moral support" to the general strike being called jointly by 11 registered TUs in the country cutting across party lines on February 20 and 21.

Dasgupta told TOI that he had met Patnaik and Karnataka deputy CM R Ashok to garner support for the strike.

It is also for the first time that
Shiv Sena and the Left parties have agreed to come together to protest against the Centre's "anti-people economic policies" and price rise. Sena chief Uddhav Thackaray has assured Dasgupta in Mumbai that his party will take part in the strike against work that is likely to hit the oil, coal, power, banking, transport, defence etc sectors. Besides the 11 registered TUs, 1,450 small TUs have joined the strike call.

But, ironically while many from outside the Left or TU fold have joined hands to protest against the UPA government at the Centre, the Left camp itself stands divided on the issue of a two-day strike call. The Bengal unit of CPM, opposed to the idea of stalling work for 48 hours, has asked CITU, the party's trade union wing, to join the strike for only a day. This has emerged as a compromise formula within the CPM, to ensure that it does not seem that the Left camp is not together on the issue. In West Bengal, the strike is unlikely to be successful for the second day since CITU will not participate in the strike on February 21 since Bengal celebrates Bhasha Andolan on that day. "We do not approve of this (CPM's stand)," said Dasgupta, when asked about CPM breaking ranks.

The second day of the strike has been planned to coincide with the opening day of the budget session of Parliament, when President Pranab Mukherjee will be delivering his address to the House.
